I have a theory (which I will try and be brief about in order to spare the RSI). The original Federation teleport operated on a totally different principle to that of Liberator. Although many parts of the mechanism were related (such as the need to record distance and direction of the destination), the power source was different. Drawing on 'Power' (much though I hate to refer to that episode ), we have to conclude that a dynamon crystal or similar is essentail to the teleport. Now dynamon was used by the Seska to amplify their mental powers, telekinesis and the like. Thus it is logical that it formed a similar role in the teleport and amplified the (extremely small) mental powers of the person being teleported. This explains the need for a living person to be involved in the teleport process and also why the Federation failed to teleport a living person (they weren't using mental powers as a trigger to the process, but researching in a different area). This theory also adds an interesting slant to the scene in 'Sarcophagus' when Cally helps telport teh others back - she would have had the strongest mental powers of any of them.
