If you've got a couple of years, drill a bunch of deep holes in the top surface of the stump (an 18" long "airplane drill bit" is great for this) then go find some rotten wood someplace. Put the rotten wood in a blender with some water, and mix it up well. Pour the resulting concoction into the holes. If you live in a dry area, tarp the stump to keep the moisture high. After 18 months to 2 yrs, you can kick most stumps apart. I suppose you might be able to speed this up a bit by adding judicious amounts of high N fertilizer-- however, the neighborhood dogs always did this for us. Kay Klier Biology Dept UNI
